Gladys Young

Gladys Young is an Assistant General Counsel at the Caribbean Community Secretariat and an expert in CARICOM integration. 

With over two decades of experience in international law, development and policy, her areas of expertise include treaty negotiation, governance and business facilitation.  Gladys advises the Secretariat and Community Organs on complex CSME matters and drafts, revises and guides negotiations on regional instruments, among other matters. 

Gladys has represented CARICOM in landmark cases before the CCJ including Shanique Myrie v. Barbados and Cabral Douglas v. Dominica.  She has been instrumental in amending the Revised Treaty of Chaguaramas, notably Article 83 and the Protocol on Enhanced Cooperation. A respected voice on regional integration, Gladys has presented extensively on CARICOM law and has lectured part-time on international law and competition law

She holds a LLM in International Economic Law, a Juris Doctor, and a B.A. in Political Science and is fluent in Spanish.
