Arif Bulkan is a Justice of Appeal on the Court of Appeal of Belize and is also a Commissioner on the Inter-American Commission on Human Rights. Prior to that he lectured in the Faculty of Law at the University of the West Indies, first at the Cave Hill Campus and then at the St Augustine Campus. In the past he practiced law in Guyana, as a prosecutor and then in private practice. He served a four-year term as an expert member of the United Nations Human Rights Committee from 2019-2022, including as a Vice-Chair of the Committee from 2021-2022. Arif researches and publishes on indigenous rights, human rights and constitutional law of the Caribbean. Among his publications are ‘The Survival of Indigenous Rights in Guyana’ (2012) and, along with Tracy Robinson and Adrian Saunders, ‘Fundamentals of Caribbean Constitutional Law’ (1st ed. 2015 and 2nd ed. 2021).
