Justice Vivian Taylor-Alexander currently serves as a High Court Judge of the Eastern Caribbean Supreme Court, assigned to the Criminal Division of Saint Lucia. Prior to her appointment to the High Court, she served as a Master of the Court and has adjudicated across the Civil, Commercial and Criminal Divisions, at the High Court and the Court of Appeal levels. Justice Taylor-Alexander is a former Solicitor General of Saint Lucia and previously practiced privately as an attorney-at-law.
She has been involved in legal reform initiatives, particularly in the areas of child rights and family law. Justice Taylor-Alexander has played a key role in advancing legislative and procedural reforms aligned with the implementation of the United Nations Convention on the Rights of the Child (CRC), and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). She has represented Saint Lucia before the UN Committees in Geneva and New York, reporting on Saint Lucia’s progress in fulfilling its obligations under these international instruments.
In 2011, she contributed to the drafting of significant amendments to the Civil Procedure Rules and authored the procedure now adopted for appointments to King’s Counsel within the Eastern Caribbean. She also assisted in reviewing of the Disciplinary Procedure Rules under the Legal Practitioners Act of Saint Lucia.
More recently, Justice Taylor-Alexander was engaged by the IMPACT Justice Project to finalize protocols for the treatment of vulnerable persons in the justice system, which protocols promotes early intervention strategies and ensures that vulnerable individuals are able to participate fully and fairly in court processes.
She currently serves as the Chairperson of the Sentencing Advisory Committee of the Eastern Caribbean Supreme Court, and the Criminal Backlog Committee of Saint Lucia. She is also the former Vice Chairperson of the Caribbean Association of Judicial Officers (CAJO) and is a Fellow of the Commonwealth Judicial Education Institute (CJEI) and a Fellow of Presidential Precinct and US Chamber of Commerce Judicial Fellowship Program.
