Dr. Kenny D. Anthony is an Attorney-at-Law and former Prime Minister of Saint Lucia, serving three terms: 1997– 2001; 2001- 2006; and 2011–2016. He is a graduate of the University of the West Indies (UWI), holding a B.Sc (1976), an LLB (1983), an LL.M (1986), and a Doctorate in Law (1988) from the University of Birmingham in the United Kingdom. He has been called to the Bars of England, Saint Lucia, Bahamas, Saint Vincent and the Grenadines, Saint Kitts and Nevis, and Barbados.
Dr. Anthony’s legal career spans academia and public service. He lectured in law at UWI’s Cave Hill Campus and was Head of the Teaching Department of Law for several years. He subsequently served as General Counsel to the CARICOM Secretariat (1996–1997). He is currently a Member of the House of Assembly of Saint Lucia. He also practices as a senior attorney at Anthony & Antoine Chambers in Saint Lucia.
His scholarly work explores St Lucia’s civilist tradition and mixed legal system.
Regionally, Dr. Anthony is recognized for his contributions to constitutional and comparative law. He witnessed the process that led to St. Lucia’s constitution in 1979 and, as Prime Minister, initiated the 2004 Constitutional Reform Commission, which reported in 2015.
During his tenure as Prime Minister, he served as the Lead Caricom Prime Minister with responsibility for Justice and Governance and was responsible for overseeing the process that led to the establishment of the Caribbean Court of Justice.
A prolific speaker and writer, Dr. Anthony’s selected speeches were published in At the Rainbow’s Edge (2004).[1] He has also authored numerous legal articles on comparative law, Caribbean legal history, and the constitutional roles of public officers (among other topics).[2]
